South Korea confirmed 4 additional foot-and-mouth disease (FMD) outbreaks on Tuesday [28 Dec 2010], …
… the government announced last Wednesday [22 Dec 2010] that it will opt to vaccinate cattle after nationwide quarantine and decontamination efforts failed to prevent the disease from spreading.

… a total of 60 cases confirmed and more than 471 000 animals ordered destroyed.

It remains to speculate about the origin of these infections and about the possibility that the infected boar may have played the role swine are known to play in FMD epidemiology, namely as virus amplifiers [イノシシの家畜化 = ブタは 口蹄疫ウイルス”増幅”動物 / ウイルス prolific emitters 大量放出動物 / “spreaders” スプレッダー] with the potential of disseminating the virus by air 空気 エアロゾル] (while sheep are regarded to be maintenance hosts [羊は ウイルス持続感染 “宿主”] and cattle are indicators [畜牛は 感染”指標”動物]).

It is worth noting that the Israeli wild boar population is concentrated in areas stretched along the north and northeastern frontiers (upper Galilee, Golan Heights, Jordan valley); similarly to the current epizootic, most past FMD outbreaks in Israel started along these borders (see
).

The data from Japan underlining the long-known but sometimes forgotten picture of pigs being strikingly effective FMD virus emitters, while cattle are very susceptible (to aerosol infection), are indeed relevant to the S. Seoul, which reported its 1st FMD case in 2000, was hit again in 2002 and 2 more times earlier this year [2010, by 2 different FMD virus types, A and O; the FMFV-O was, probably, similar to the one circulating at present]. In 2000, the government used vaccines to stem the outbreak, although it has opted not to resort to drugs in the years thereafter {2000年、韓国政府は口蹄疫発生を食い止めるためワクチンを使用した。 }.

In addition, the country’s alert level will be raised to “red [深刻]” — the highest in a 4-tiered response scheme [国家伝染病災難段階 警戒レベル]– to reflect the seriousness of the situation.

The last time Seoul issued a red alert was when the country tried to combat the human influenza A outbreaks in the 2nd half of 2009.

So far, more than 523 000 animals have been ordered to be culled from a total of around 1.5 million cattle, pigs, goats, sheep and deer raised in the country, with losses estimated to exceed 450 billion won [USD 393 million].

A total of 36 [see comment] farms have been confirmed to be infected with the disease so far, with more than 175 541 livestock slaughtered as a result, the largest ever. In 2002, a total of 165 555 domestic animals were destroyed. Those farms are estimated to suffer more than 300 billion won [261.3 million U.S. dollars] in losses.

The number of FMD outbreaks in South Korea, as of 16 Dec 2010, is 37, according to South Korea’s follow-up report Number 5, submitted to the OIE on 16 Dec 2010.

Clearly, clinical suspicion of FMD should be followed by immediate initial control measures even if the early tests are negative.

The Food, Agriculture, Forestry and Fisheries Ministry 農林水産食品部 MIFAFF 発表 [15 Dec 2010]

[Mod. AS氏解説:
The initial outbreaks in the south east (Andong, late November 2010) and the current outbreaks north of Seoul, started on pig farms; since pigs are readily infected by the oral route, the possibility of animal feed (such as swill [残飯]) as a source of introduced or extended infection deserves to be investigated.

The disease has thus been found in 7 areas nationwide: Andong

A combined [total of] 147 173 cows have been culled due to this outbreak.

The Food, Agriculture, Forestry and Fisheries Ministry 農林水産食品部 MIFAFF 発表 [13 Dec 2010]

“The farm owner visited by car an agricultural machine repair shop [農機具修理店] 900 meters away from a farm in Andong on 9 Dec 2010, when the disease was rampant [まん延],” the ministry [MIFAFF] said. “We suspect that the virus was spread via this car.”
Proper control and prevention were not made, however, though the farm owner visited the danger zone (within a 3-km radius).

[Mod. AS氏解説:
The South Korean FMD control policy is similar to the Japanese one, namely stamping out without vaccination. On top of the quality of the performance of the prescribed biosecurity measures [所定の防疫対策の実施度・質に加えて] , their prospects of early eradication of the disease depend upon the density of cattle and pig farms [感染農場のある地域内および周囲の畜産農場(ウシ、ブタ)の密度] within and around the affected area and upon the weather [風雨などの天候]. Certain weather conditions have been shown to influence airborne spread of the virus, particularly from infected pigs.
